This EU policy brief provides a summary of the outcomes of the research strand ‘Understanding labour market inclusion: key determinants and plausible scenarios’. The brief first describes the factors of labour market vulnerability that were identified in the research, including the difference between employment and activation, individual characteristics such as health and age, and broader contextual factors such as physical infrastructure and Active Labour Market Policies (ALMPs). Based on these research findings and the outcomes of the Policy Round Table on the role of EU policy in shaping inclusive labour markets which was organised in context of the project, we propose several policy recommendations with the aim of enhancing the labour markets inclusion of people in vulnerable situations.
